Flaxman.

Attorney Joel Flaxman was happy his work was making an impact on an individual level, but was careful not to say it was a systemic one. Part of his reasoning was that, for all his court victories, the City still had no real incentive to avoid being sued in the future.

When you're suing the government and it's defend everything and no consequences for the officers who caused this, that's not going to make change very rapidly.”
